IN - Columbus Considering Breeder Permits

Columbus, Indiana considering breeder permits and intact animal fees/fines.  The City Council has sent the ordinance back to the Animal Control Commission to review the section on Breeder's Permits. The meeting of the Animal Control Commission will be at City Hall Tuesday, March 25 at 600pm. The ordinance will then be resubmitted to the City Council on April 1.

It wouldn't help in any way.  This requires anyone who sells even one litter of puppies to purchase an annual permit; right now it is set at $100 per year, but once a bill like this is on the books, it's a simple matter to change that to $500 or even $1000 per year - or per dog.  It also leaves the matter of who is "allowed" to breed entirely in the hands of the Animal Control Commission; if they decide not to give you a permit, you're out of luck. 

I fail to see any benefit to the community from this type of legislation, either.  Like MSN, the primary effect will be to drive breeders underground, which will decrease licensing compliance and AC revenues; enforcement, if they bother to enforce this, will of course increase AC expenses. 

I also don't see any benefit to the puppy buyer; they state the license information must be given so the buyer is assured the puppy is "legally bred" - but a careless breeder producing poorly-bred, unhealthy puppies could have a license and that still won't do anything to improve the health of the puppies.

So a responsible small breeder who only breeds every few years would have the added expense of the license even for years they weren't breeding just to assure themselves of having a license when they wanted to breed.  I sure wish the govenment would keep their noses out of things.  Another way for them to make money :wall:
