Note the statement regarding "the use of animals for entertainment" - many place dog shows, agility, obedience, flyball, etc., in that category.

But Proposed Law Is On Shaky Legal Ground

County Supervisor Pete McHugh is spearheading the effort to write an ordinance that would ban any traveling show or circus that uses wild or exotic animals.

"I support in principle an ordinance that bans the use of animals for entertainment and the use of painful of torturous devices on animals," McHugh said.

During its weekly meeting, the board of supervisors discussed the limits and challenges the county would face by passing such a law. About 50 members of the public on both sides of the issues addressed the board.

But the campaign to push a law forward appeared to already confront legal obstacles....
